Pavement parking: 5,820 fines issued to Glasgow drivers in a year

Council parking attendants handed out nearly 6,000 pavement parking penalties between August 2025 and July 2026 – but the council cannot say where in the city they were issued.

Drivers in Glasgow were issued 5,820 penalty charge notices for pavement parking over a 12-month period, new figures show.

The figures, released by Glasgow City Council under access to information laws, cover the period from 1 August 2025 to 31 July 2026.

The council said its parking ticket system records fines by street name only, so it cannot break the total down by postcode, area or electoral ward. It also said it keeps no record of how many enforcement visits were made specifically in response to complaints from the public, and refused that part of the request.

Under the Transport (Scotland) Act 2019, drivers can be fined £100 for parking on pavements, at dropped kerbs or double parking. The charge is halved to £50 if paid within 14 days.

Disability and pedestrian groups have backed enforcement, saying cars on footpaths push wheelchair users, parents with prams and blind people onto the road. Some residents in streets with limited space have called for the fines to be scrapped.

Drivers who believe a ticket was issued wrongly can challenge it through the council's appeals process.
